I actually thought the debate would be about whether, in the context of a possible two-state solution, the 1967 borders should be a starting point with implied land swaps, or the whole area should be repartitioned based on the population centres of Israelis and Palestinians.

The notion of land swaps for the "settlement blocs" that are on the other side of the green line implies that this land is Palestinian, and therefore if it becomes part of Israel, the Palestinians must be compensated for loss of area. But what is the basis for this?
